A MESSAGE FROM THE CALIFORNIA DEPARTMENT OF HEALTH CARE SERVICES (DHCS) ABOUT HOW TO ENROLL AS A MEDI-CAL PROVIDER

On September 16, 2020, the Department of Health Care Services (DHCS) will host a webinar for counties and providers about the requirements to become an enrolled Medi-Cal behavioral health provider through the Provider Application and Validation for Enrollment (PAVE) portal. The webinar will include comprehensive information about the provider enrollment processes for Specialty Mental Health Services (SMHS) and Drug-Medi-Cal (DMC), and will address Cures Act SMHS requirements to enroll licensed staff and certain facilities. This additional webinar was scheduled in response to comments and questions received related to the requirements.

Training Description
DHCS’ Provider Enrollment, Behavioral Health Licensing and Certification, Audits & Investigations, and Medi-Cal Behavioral Health divisions will each present information on the various requirements. In addition, the presentation will cover the following topics:

  • Overview of the SMHS provider enrollment structure.
  • How to use the PAVE ordering, referring, and prescribing enrollment process to meet the Cures Act mandate related to SMHS individual and facility enrollment.
  • Overview of DMC provider enrollment.
  • Provider enrollment specific to tribes.
  • How to use the PAVE portal.
  • Overview of SMHS and DMC licensing and certification requirements.
    • Types of providers who need to be licensed versus certified.
    • Estimated timeline for licensing and certification processes.
  • American Society of Addiction Medicine (ASAM) designations.
  • Common applicant mistakes.
  • Who to contact if you have follow-up questions.

Time will be allotted for a question and answer session.

Who Should Attend?

  • Current and prospective Medi-Cal providers, including tribal providers.
  • For the Cures Act mandate, SMHS provider types who are currently eligible to enroll in fee-for-service. Examples include:
    • Certified Nurse Practitioner
    • Licensed Clinical Social Worker
    • Licensed Educational Psychologist
    • Licensed Marriage and Family Therapist
    • Licensed Professional Clinical Counselor
    • Physician (MD)
    • Physician Assistant
    • Psychologist
    • Registered Pharmacist/Pharmacist

Note: The following SMHS provider types do NOT need to enroll since they are not currently required to enroll in fee-for-service: Associate Marriage and Family Therapist (intern), Associate Professional Clinical Counselor (intern), Associate Clinical Social Worker (intern), Psychiatric Technician, Associate Clinical Social Worker, Vocational Nurse, Psychologist Associate (intern), and Registered Vocational Nurse.

  • For the Cures Act mandate, facilities include:
    • Psychiatric Hospital (CDPH)
    • General Hospital (CDPH)
    • Psychiatric Health Facility (CDPH)
    • Skilled Nursing Facility/Special Treatment Programs (CDPH)
    • Outpatient Clinic (CDPH)
    • Mixed Practice Specialty (CDPH)
    • Mental Health Rehabilitation Center (CDPH)
    • Federally Qualified Health Centers (CDPH or PED)
    • Rural Health Clinic (CDPH or PED)

    • Federally Qualified Health Centers (CDPH or PED)
