Dear Members,

I want to begin this letter by expressing my heartfelt support for all those affected by the recent wildfires. These fires have devastated lives, including the lives of many in our MFT Community. I know that this has been a difficult time for many MFTs, some of whom have been directly impacted and many of whom are supporting their clients navigate a path through this tragedy.  

I’ve been saying the word ‘community’ a lot lately. That word holds so much meaning. For me, it describes the bonds that transcend geographic boundaries. Community is that thread that connects us. In the face of all the devastation, neighborhoods destroyed, lives forever changed, it is our MFT community that will help pull us through.   

We all have a role to play. MFTs are first responders, helping those impacted in the community at-large navigate a path toward healing. CAMFT continues to translate our care into action. We created a wildfires resource page for ways you can donate or offer support to those in need. Last week, we hosted a meeting with Chapter leaders, where volunteers shared actions that can be taken at a local level, as well as how to help manage fatigue and uplift one-another. On February 12th, we invite all MFTs, regardless of CAMFT membership, to attend a free webinar titled, Providing Disaster Mental Health Response in Aftermath of SoCal Firestorms. Thank you to all of our volunteers and staff who quickly responded to the call for action to support. This is a crisis of unfathomable proportions. It’s going to take work, time and yes, community to rebuild and recover. 

On the national front, we are facing confusion and concern surrounding the recent White House Executive Orders, and what impact they may have on patient care here in California. The flurry of orders released, and in some instances rescinded, has been chaotic. These orders are focused on diversity, equity, and inclusion, immigration, federal government programs, LGBTQ+ communities among others, and may have a broad impact on MFTs and the patients we serve.  

We recognize that we are in the early stages of a long period of immense change and challenge. In the short term, we have issued a statement in response to these executive orders. We are actively working with other associations and our policy experts to assess the impact of these federal directives in conjunction with the State’s response, so that we can continue to provide clarity and act with intention in the long term.  We remain committed to our Vision, Mission, and Values, our 2025-2027 Strategic Priorities, and our social policy statements which state unequivocally that CAMFT is against discrimination and advocates for unbiased social structures that support mental and emotional health and well-being.  

Assemblymember Matt HaneyWhile we continue to address these pressing matters, I'm also happy to share a bit of positive news: last week’s annual Advocacy Day in Sacramento was a resounding success! It was an honor to roll up my sleeves alongside fellow CAMFT members to sit down with legislators and educate legislators on MFTs scope of practice and barriers that are impacting the profession. Together, our volunteers met with over half of the total California state legislative offices in just one day! This is community in action! I also had the privilege of presenting Assemblymember Matt Haney with the CAMFT State Legislator of the Year award! We are grateful for his unwavering commitment to expanding access to mental health care for all Californians. 

In the coming weeks, we’ll also be holding our annual election to welcome several new Board Members to the table. Be sure to review their candidate statements before casting your vote! Election ballots will be sent out soon, and if you’d like to receive yours electronically, there’s still time to sign up to go green. Please be sure to vote by the deadline of March 13. 

Finally, I’m thrilled to share details about this year’s Annual Conference—just three months away! I look forward to connecting with many of you from across the state as we convene, in community, in San Francisco on May 2-3. With inspiring keynote sessions, engaging workshops, and even a morning yoga session, this is an event you won’t want to miss. Be sure to register by February 19th to take advantage of our early registration discount. LEGAL MATTERS

ADDRESSING MENTAL HEALTH POLICY IN A CHALLENGING POLITICAL CLIMATE   

We understand that many CAMFT members have concerns about the shifting political landscape and how new federal policies may impact mental health care. Recent White House Executive Orders and other federal directives have raised questions about their effects on patient care in California, particularly regarding Medicaid’s financing structure, eligibility, and coverage.  

Our Board of Directors, with input from federal and state policy experts, will assess these issues at the upcoming March meeting. Please know that we are actively working with other associations and policymakers to evaluate these changes and their intersection with California’s response. We support national mental health organizations in voicing strong concerns about these policy proposals. GOVERNOR NEWSOM EXTENDS LICENSING DEADLINES & DEFERS RENEWAL FEES FOR FIRE-AFFECTED LICENSEES  

Governor Newsom’s Executive Order N-15-25, issued on January 29th, extends licensing deadlines for those licensees and registrants who have been impacted by the wildfires and waives fees for replacement licenses lost in the fires. This order applies to those who are in impacted zip codes and renewing between Jan. 1 and July 1, 2025.  

While renewal fees are not waived, eligible licensees and registrants can renew without immediate payment. Their 2025 renewal fees will automatically be postponed to 2026.

NEW REPORTING OBLIGATIONS FOR THERAPISTS UNDER AB 1831 

Effective January 1, 2025, AB 1831 expands existing laws defining sexual exploitation to include digitally altered or AI-generated content featuring minors. Under CANRA, if a therapist, in their professional capacity, has knowledge of or reasonable suspicion that an individual is preparing, selling, distributing, or is in possession of any obscene matter, including digitally altered or artificial-intelligence-generated depiction of what appears to be a person under 18 years of age engaging in such conduct, they must make a suspected child abuse report. NOT TO LATE TO APPLY! SCHOLARSHIPS FOR BEHAVIORAL HEALTH STUDENTS 

The Department of Health Care Access and Information (HCAI) is offering exciting scholarship opportunities for applicants preparing to become behavioral health professionals. Eligible undergraduate and graduate applicants may receive up to $35,000 in exchange for a 12-month service obligation practicing and providing direct care in an underserved community. The deadline to apply is February 13, 2025.

NEW DHCS GUIDANCE ON MINOR CONSENT FOR MENTAL HEALTH SERVICES  

The Department of Health Care Services (DHCS) has released guidance around minor consent for outpatient Medi-Cal mental health services per the passage of AB 665. The guidance clarifies certain circumstances that a minor 12 years of age or older must meet to consent to outpatient Medi-Cal mental health treatment or counseling without their parent or guardian’s consent.  

The DHCS guidance document is available here. DHCS is also hosting a technical assistance webinar on the implementation of the law on February 12, 2025, from 9am-10am. WHICH COMMERCIAL HEALTHPLANS ARE NOT REIMBURSING YOU? TAKE OUR MENTAL HEALTH COVERAGE SURVEY! 

CAMFT is aware that some commercial health plans are not allowing associates and/or trainees to provide and bill for mental health and substance use disorder (MH/SUD) services, even under the supervision of a licensed provider. SB 855 and accompanying regulations added new coverage requirements that commercial health plans must follow, and we are looking to our membership to get a better understanding of which commercial health plans are not reimbursing for these eligible providers and why.   

If you contract with commercial health plans or work with plans as an out-of-network provider, please take this survey to help us ensure the effective implementation of these regulations. Thank you!

Why Should I Care About the CAMFT Code of Ethics

Join us Friday, February 21, 2025 at 9am for a three-hour workshop with Mike Griffin, JD: Why Should I Care About the CAMFT Code of Ethics? We’ll learn a broad overview of the ethical standards found in Part I of the CAMFT Code of Ethics and the procedures expressed in Part II of the Code which govern the actions taken when an ethics complaint is filed. 

Workshop Purpose:

The workshop will discuss examples of alleged ethical violations that are reported to the Ethics Committee and offer suggestions to therapists regarding ethical practice. 

Vignettes will be utilized, as appropriate, to illustrate examples of scenarios which often lead to complaints, and to suggest practices which may be helpful to therapists in avoiding ethical problems. 

Attendees at this workshop may earn a total of three hours of continuing education (CEU) credit, as required by the Board of Behavioral Sciences for licensed marriage and family therapists, licensed clinical social workers, and licensed professional clinical counselors. 

Topics to be discussed:

  • What is the purpose of the Code of Ethics? 
  • What topics are addressed in the Code of Ethics? 
  • What is the role of the CAMFT Ethics Committee? 
  • What does it mean to say that something is “unethical?” 
  • Who is obligated to follow the Code of Ethics? 
  • What should I do if someone files an ethical complaint against me? 
  • When should I consult the Code of Ethics for guidance? 
  • How can therapists avoid ethical complaints?

Learning Objectives:

Attendees at this workshop will be able to: 

  • Explain what the Code of Ethics says about “Ethical Decision-Making.” 
  • Utilize the Code of Ethics to locate ethical standards which concern Confidentiality; Informed Consent; Telehealth; Responsibility to the Legal System; Financial Arrangements; Advertising; Dual/Multiple Relationships, and other topics. 
  • Identify one or more ethical considerations when working with clients who are involved with the legal system.
  • Identify one or more ethical considerations when a client asks you to write a letter. 
  • Describe the functions of the Ethics Committee.

Redwood Empire Chapter JubileeTHE REDWOOD EMPIRE CELEBRATED THEIR GOLDEN JUBILEE (1974 - 2024)

“We had a terrific time at the 50th Anniversary Golden Jubilee Celebration!”

Our Redwood Empire chapter (RECAMFT) celebrated their 50-year anniversary on January 3rd at Odd Fellows Hall in Santa Rosa. The celebration was attended by Redwood Empire Chapter members, State Board members, and the CAMFT Executive Director, Joy Alafia.

Dr. Robin Zasio, PsyD, LCSW, renowned for her role on the Emmy-nominated A&E show Hoarders, delivered an engaging talk on the treatment of hoarding.

Attendees enjoyed delicious catering from Mi Pueblo and received a thoughtful keepsake: a pen inscribed with the words, "This Pen Belongs to a Dedicated, Compassionate, Hard-working Therapist.” They were also invited to write messages for therapists 50 years in the future.

As part of the celebration, we created a 35-minute video featuring members sharing heartfelt messages to commemorate RECAMFT’s 50th Anniversary and reflecting on the organization’s impact over the past five decades.

Joy Alafia at Orange County ChapterCAMFT EXECUTIVE DIRECTOR VISITS THE ORANGE COUNTY CHAPTER 

On January 17, CAMFT’s Executive Director Joy Alafia delivered an engaging 90-minute presentation to 35 Orange County members at The Chicago School in Anaheim. This session covered internal association processes affecting CAMFT members and provided valuable updates on Medicare, the BBS, license portability, and new California legislation. Attendees praised the presentation as insightful and engaging.
